§ 9-33. Purpose.

The purpose of this program is to make money available to applicants who are owner-occupants of residential properties and who, by reason of limited income and resources, are unable to secure or qualify for funds from other sources under comparable terms and conditions to finance improvement and rehabilitation of their properties to conform to the minimum program standards.
