§ 9-31. Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Administering city department shall mean the city community development.

Dwelling unit shall mean rooms connected together constituting an independent housekeeping unit for a family.

Eligible family shall mean a kinship of one (1) or more persons including an owner-occupant related to other members of a family nucleus by blood, adoption or marriage. Such group shall occupy a dwelling unit for a period of at least one (1) year prior to application for the grant/loan.

Improvement and rehabilitation shall mean the necessary and required improvement of a property in accordance with program standards.

Owner-occupant shall mean one (1) or more persons as head of a household of an eligible family which owns residential property within the city limits.

Program standards shall mean code requirements as defined in the community development program.
