§ 20-70. Use on city right-of-way.

  • (a)

    It shall be unlawful for any person to place any sign, banner or placard across, upon or over any street or alley or upon a utility pole within the city's street right-of-way. The term street right-of-way shall mean from the curbline of a street back to where city ownership ends.

    (b)

    This section shall not apply under the following conditions:

    (1)

    When the sign, banner or placard is placed along the street right-of-way of Dickinson Boulevard at a height of no less than nine (9) feet above the ground surface.

    (2)

    When the sign protrudes over the street right-of-way of Dickinson Boulevard not in excess of one (1) foot behind the curbline.

    (3)

    When the sign, banner or placard is of a civic nature which shall be determined by the city manager.

    (c)

    The city manager is hereby empowered and directed to remove and abate any sign, banner or placard which is in violation of this section.
