§ 12-104. Attendance at meetings; compensation; agenda.

  • (a)

    Five (5) members of the board shall constitute a quorum for the conduct of business. The members of the board shall regularly attend meetings and public hearings of the board and shall serve without compensation except for reimbursement for authorized expenses attendant to the performance of their duties.

    (b)

    The board shall hold an organizational meeting in January of each year and shall elect a chairman and vice-chairman from among its members before proceeding to any other matters of business. The board shall hold regular monthly meetings that shall be open to the public and at a time and place to be established in its bylaws. It may also hold such other meetings as may be necessary to accomplish the purpose of its creation and as established in its bylaws. All meetings shall be public and shall conform to law.

    (c)

    The board shall adopt its own rules of procedures and keep a record of its proceedings in accordance with the provisions of this division. Newly-appointed members shall be installed at the first regular meeting after their appointment.

    (d)

    In the event of three (3) consecutive absences or four (4) total absences by a member of the board within a calendar year from regularly scheduled meetings, a board member shall be deemed to have resigned unless the board excused such absences by procedures established in its bylaws. Each month a report shall be submitted to the city council showing the cumulative attendance of each member with notation of members who have been absent from three (3) consecutive meetings.
